When the SIM owner details check finishes, the result falls into one of two lanes. Either the count matches the SIMs you actually carry, or it does not. That single fact drives everything you do next.

The Pakistan Telecommunication Authority (PTA) has already blocked over 1.8 million illegal SIMs in the first seven months of 2026 alone. Consequently, catching a rogue registration early is not paranoia. It is basic hygiene, right up there with checking your bank statement.

Path A: Your result is clean

Good news first. If the total count matches your real SIMs across Jazz, Zong, Telenor, Ufone, SCOM, and ONIC, you are in the clear for today. However, “clean today” does not mean “clean forever”. CNIC data leaks, franchise fraud, and biometric misuse can happen next week.

So, do these three quick things while you are still here.

  • Screenshot the result with the visible date. This becomes your baseline if something changes later.
  • Set a recurring reminder every 60 to 90 days. A quick 668 SMS takes 30 seconds.
  • Bookmark the real portal at cnic.sims.pk. Copycat domains are the number-one route for CNIC phishing.

Path B: Unknown SIM appears

If the count is higher than you expect, do not panic and do not ignore it. Under Pakistani law, every SIM registered to your CNIC ties you to whatever it is used for. Therefore, a fraudulent SIM in your name is a legal risk, not just a nuisance.

The good news is that the recovery process is well documented. Follow the six steps below in order, since skipping any of them weakens the paper trail.

The 6-step action plan

Move through these in sequence, ideally on the same day you spot the unknown SIM. Every step builds a piece of evidence you can point to later.

  1. Capture the evidence

    Before you touch a phone or drive anywhere, lock the evidence in place. Take a full screenshot of the 668 SMS reply or the cnic.sims.pk result page, and make sure the timestamp is visible.

    Additionally, write down every unknown SIM count against each operator. Save the screenshot to at least two places, such as your gallery plus Google Drive or email, because if the phone is lost, the evidence goes with it.

  2. Call your network operator

    Call the helpline of the network that shows the extra SIM. You will not always resolve it on the phone, but you create a call record and a complaint reference number the same day.

  3. Visit the franchise for SIM disowning

    Walk into any official franchise of the concerned operator with your original CNIC. Do not send a family member with a photocopy, since the process needs your live biometric fingerprint.

    Ask for the “SIM Disowning” form. Staff will scan your CNIC, capture your thumbprint on the Multi-Biometric Verification System (MBVS), and file the disownership request. In fraud cases, this is free. PTA capped voluntary disowning at a maximum of Rs. 200 from January 2024, but a fraudulent SIM carries no charge at all.

    Get a stamped receipt or a written complaint reference before you leave. Without paperwork, later escalation becomes much harder.

    Important 2026 rule: New SIMs activated after 24 May 2026 cannot be disowned for 365 days from activation. If your unknown SIM falls inside that window, file the PTA complaint the same day so a dated record exists even before the physical disowning goes through.

  4. File a PTA CMS complaint

    Open complaint.pta.gov.pk in your browser. This is the PTA Complaint Management System, the official regulator route above every operator.

    Register with your CNIC, contact number, and email. You will receive two OTPs, one on SMS and one on email. Enter both to activate the account.

    Next, click “Register Complaint” and choose the category that fits, usually “Cellular Mobile Operator” followed by “Illegal SIM issuance / Unauthorized SIM registration”. Fill in the SIM count difference, attach your screenshot and the franchise receipt from Step 3, and submit.

    PTA typically responds within 24 to 48 hours. You can track the complaint status by logging back into the same portal, or through the PTA CMS mobile app on Android and iOS. If a web form gives you trouble, call the toll-free helpline 0800-55055, email simcomplaints@pta.gov.pk, or message PTA’s official WhatsApp assistant RAABTA on 0315-0055055.

  5. Report to NADRA

    Your CNIC is the anchor of every SIM registration in Pakistan. So, if a stranger got hold of your CNIC data, the risk goes way beyond one rogue SIM.

    Visit the nearest NADRA Registration Centre, ask for a “fraud flag” on your record, and lodge a formal misuse report. This puts NADRA’s system on alert if anyone tries to use your identity data at a franchise, a bank, or a service centre. You can also call the NADRA helpline on 1777 from any mobile number, or 051-111-786-100 from a landline.

  6. Escalate to NCCIA or FIA if fraud occurred

    If the unknown SIM was used for financial theft, blackmail, harassment, or any cybercrime, one more step matters. Report it to the National Cyber Crime Investigation Agency (NCCIA), which took over cybercrime jurisdiction from the FIA’s Cybercrime Wing in 2024.

    Call the NCCIA helpline on 1991 or file online. If money left your bank account, also lodge a First Information Report (FIR) at your nearest police station the same day. Banks and courts often demand an FIR before they reverse fraudulent transactions.

  • Do not delay. Even a 48-hour gap between discovery and complaint weakens your paper trail. File the PTA complaint the same day, even before the franchise visit if needed.
  • Do not pay bribes. Fraudulent SIM disowning is free. Any “fee” quoted by an agent for a fraud case is a bribe attempt.
  • Do not use third-party lookup websites. They cannot legally reveal a stranger’s registration, and typing your CNIC into a copycat portal is exactly how new fraud starts.
  • Do not skip the FIR if any money has moved out of your account. Banks need it, courts need it, and getting one a week later is much harder than getting one the same day.
