Why SIM Registration is Mandatory in Pakistan

For Pakistani Citizens

  • Original CNIC — no photocopy, no expired card. The franchise keeps a copy.

  1. Franchise enters your CNIC

    You press your thumb (or another finger, if needed) on a NADRA-approved biometric scanner at the outlet. The device captures your fingerprint instantly.

  3. NADRA verifies in real time

    NADRA cross-checks your fingerprint against its records. If your identity matches, it returns a verification token to the operator. This happens in seconds.

  4. SIM is registered and activated

    The operator activates your SIM and records the connection in PTA’s Subscriber Verification Management System (SVMS). Your number is now legally yours.

Pro tip: If your fingerprints are worn down due to manual labor, the scanner may struggle to read them. In that case, try a different finger or ask the franchise staff to try again. Persistent failures can be resolved at the nearest NADRA office.

How to Activate a New Jazz SIM

Jazz (formerly Mobilink) is Pakistan’s largest mobile network with over 75 million subscribers. Getting a Jazz SIM is straightforward once you are at the right outlet.

Head to a Jazz Experience Center, Jazz franchise, or any PTA-authorized Jazz retailer near you. You can also call Jazz helpline 111 from an existing Jazz SIM if you need the nearest franchise address. Jazz also lists franchise locations on jazz.com.pk.

Steps to Activate a New Jazz Prepaid SIM

  1. Visit the Jazz outlet with your original CNIC

    Walk in and tell the representative you want a new prepaid Jazz SIM. They will check your CNIC eligibility right away — specifically, how many SIMs you already have registered.

  2. Choose your number (MSISDN selection)

    The franchise will offer you available numbers. For regular numbers, there is no extra charge. Premium or vanity numbers may cost extra depending on Jazz’s pricing category at the time.

  3. Complete biometric fingerprint verification

    Press your thumb on the biometric scanner. The system connects to NADRA’s BVS and confirms your identity in real time. Your physical presence is required — no one else can do this for you.

  4. Pay for the SIM and collect it

    Prepaid Jazz SIMs typically cost Rs. 100 to Rs. 250 depending on the retailer and any bundled starter package you pick. You will receive the SIM card along with an activation receipt.

Jazz Postpaid SIM Activation

Zong is Pakistan’s leading 4G network and is now focusing heavily on 5G readiness. If fast mobile internet is your priority, Zong is one of the strongest choices.

Visit any Zong Customer Service Centre or authorized Zong franchise. You can find the nearest one on zong.com.pk or by calling the Zong helpline at 310 from an existing Zong SIM.

Steps to Activate a New Zong Prepaid SIM

  1. Walk in with your original CNIC

    The Zong representative checks your CNIC number to verify your eligibility. They confirm your current SIM count against PTA’s limit before proceeding.

  2. Choose a number and SIM size

    Zong supports nano, micro, and standard SIM sizes. Tell the franchise which size your phone needs so you get the right card. You can also request an eSIM instead of a physical card.

  3. Complete biometric verification

How to Activate a New Ufone SIM

A major update you need to know: Ufone and Telenor Pakistan officially merged on July 1, 2026, after approval from the Islamabad High Court. Telenor Pakistan is now legally absorbed into PTML (the company behind Ufone). However, both brands are still operating. Ufone franchise outlets remain open, and existing Ufone SIMs continue working normally.

Visit any Ufone Service Center, Ufone franchise, or authorized Ufone retailer. You can locate the nearest outlet at ufone.com or by calling Ufone helpline 333 from an existing Ufone SIM. The call costs Rs. 2 plus tax.

Steps to Activate a New Ufone SIM

  1. Visit the outlet with your original CNIC

    Tell the representative you want a new prepaid Ufone SIM. They check your CNIC eligibility and current SIM count before offering you available numbers.

  2. Select your number

    You can also order a SIM online through ufone.com/BMN and get it delivered, but you still need to visit a franchise for biometric verification before the SIM goes live.

  3. Complete biometric verification

    Press your thumb on the scanner. NADRA verifies your identity in real time. Your Ufone SIM activates as soon as the match succeeds.

  4. Insert into a 4G-capable handset

    Ufone has been actively expanding 4G coverage. For the best experience, use a PTA-approved, 4G-compatible phone. Once the SIM is in, dial *4# to confirm 4G status.

  5. Verify your number and biometric status

    Dial *780# or *706# to check your Ufone number. For biometric verification status, send V to 7911.

How to Activate a New Telenor SIM

Telenor Pakistan no longer exists as a separate legal entity after the July 2026 merger with Ufone. However, Telenor SIMs, Telenor franchise outlets, and Telenor helplines remain fully operational during the integration period. You can still walk into a Telenor outlet and get a new SIM just as you always could.

Telenor prefixes (0340–0349) also remain unchanged. If you call someone on a 0341 or 0344 number, it still routes through the Telenor network infrastructure, which Ufone is now integrating.

Where to Go

Visit a Telenor Sales and Service Centre or authorized Telenor retailer. You can call Telenor helpline 345 (from a Telenor SIM) to get the nearest outlet. From a landline, call +92 42 111 345 100.

Steps to Activate a New Telenor SIM

  1. Visit the Telenor outlet with your CNIC

    The representative checks your CNIC against PTA’s database to confirm eligibility. They verify your existing SIM count before proceeding with a new connection.

  2. Select your number and SIM type

    Choose from available Telenor numbers. Standard numbers carry no extra cost. If you want an eSIM instead, tell the representative at this stage.

  3. Complete biometric verification

    Your fingerprint is verified through NADRA’s BVS in real time. The Telenor representative confirms the match, and your SIM is registered and activated.

  4. Insert SIM and check your number

    Insert the SIM into your phone. Dial *888# to check your Telenor number. You can also send your CNIC to 7751 to verify biometric registration status.

Post-merger note: Telenor and Ufone subscribers are already operating on the same integrated network in cities like Karachi, Hyderabad, and Faisalabad. If you get a new Telenor SIM today, you benefit from the combined network infrastructure of both operators.

How to Activate a New SCOM SIM

SCOM (Special Communication Organization) serves Azad Jammu & Kashmir (AJK) and Gilgit-Baltistan. If you live in or travel to these regions, SCOM is often the only reliable option in remote areas. It has around 1.42 million subscribers.

Steps to Activate a SCOM SIM

  1. Visit a SCOM service center or authorized outlet

    SCOM outlets are concentrated in AJK and Gilgit-Baltistan. You can call SCOM’s helpline at 321 for the nearest location and registration assistance.

  2. Bring your original CNIC

    The same PTA biometric rules apply to SCOM. Your CNIC and fingerprint are mandatory. Foreigners need a valid passport and documentation as with other networks.

  3. Complete biometric verification

    SCOM connects to NADRA’s BVS for fingerprint verification, just like Jazz, Zong, Ufone, and Telenor. The process takes just a couple of minutes.

  4. Receive and activate your SIM or eSIM

    SCOM also offers eSIM. After biometric verification, you receive a voucher with a QR code. Connect your phone to the internet, go to Settings, select “Add Cellular Plan,” scan the QR code, and your SCOM eSIM activates within five minutes.

eSIM Activation Guide (All Networks)

eSIM stands for Embedded SIM. It is a digital SIM built into your phone, so there is no physical card involved. All four major networks in Pakistan now support eSIM. Here is what you need to know.

How to Get an eSIM (Zong as Example)

  1. Visit the nearest service center with your CNIC

    You cannot activate an eSIM remotely without completing biometric verification first. This rule applies to all networks. No exceptions currently.

  2. Complete BVS verification

    Your CNIC number and fingerprint are verified through NADRA’s system. The operator maps your MSISDN (your phone number) and ICCID to your eSIM profile.

  3. Receive your eSIM QR code voucher

    You get a physical voucher (yes, ironically paper) with a QR code on it. Guard this carefully — it is the key to your eSIM profile.

  4. Connect to Wi-Fi and scan the QR code

    On your phone, go to Settings → Cellular → Add Cellular Plan. Your camera launches automatically. Scan the QR code, and your eSIM profile downloads and activates within five minutes.

PTA SIM Limits & Rules You Must Know

This section covers the rules that most people miss — and then wonder why they cannot get a new SIM.

Maximum SIMs Per CNIC

According to the Pakistan Telecommunication Authority (PTA), the current limits per CNIC are:

What Happens If You Hit the Limit?

Your franchise will simply not be able to activate a new SIM for you. You have to deactivate one of your existing connections first. Contact the relevant operator’s helpline or franchise to request deactivation or transfer of an existing number.

Other Key Rules

  • No SIM can be activated without a valid, unexpired CNIC.
  • SIM registration is only permitted at official company sales points or PTA-authorized retailers using approved biometric devices.
  • Using someone else’s CNIC to register a SIM is illegal and can result in criminal charges.
  • Foreign nationals can register a maximum of 2 SIMs, Pakistan Origin Card (POC) holders can register up to 2 SIMs.
  • PTA regularly blocks SIMs that are not properly registered. Check your SIM’s status periodically.

Fraud alert: The PTA chairman recently confirmed that 25,000 SIMs were recovered in raids and 1.8 million SIMs have been blocked over the past three years due to illegal registrations. After Activation: Must-Do Steps

Getting the SIM is just step one. These quick checks make sure everything is properly set up and you are protected going forward.

  1. Verify your SIM number

    Dial the correct code for your network: Jazz (*2#), Zong (*1#), Ufone (*780#), Telenor (*888#), SCOM (call 321). Confirm the number matches what the franchise gave you.

  2. Confirm biometric registration status

    Send the appropriate SMS to verify your BVS status: Jazz (CNIC to 6001), Zong (V to 7911), Telenor (CNIC to 7751), Ufone (V to 7911). A confirmed status means your SIM is properly registered and protected.

  3. Check your CNIC’s total SIM count via 668

    Send your 13-digit CNIC number (no dashes) to 668 from any SIM. The reply shows how many SIMs across all networks are registered on your CNIC. This is your first line of defense against SIM fraud.

  4. Load a starter balance or activate a package

    Load some balance through a Jazz Cash/EasyPaisa top-up or a scratch card, or activate a bundle from your network’s app. New SIMs often come with limited-time welcome offers that expire within 24 to 72 hours, so activate them right away.

  5. Register your IMEI on PTA’s DIRBS if it is a new phone

    If you also have a new phone, make sure it is registered with PTA’s DIRBS (Device Identification, Registration and Blocking System). An unregistered device can be blocked from Pakistani networks after 60 days.

Visiting Pakistan and need a local SIM? You can get one at all major international airports — Jinnah International (Karachi), Allama Iqbal International (Lahore), Islamabad International Airport (Islamabad), and others. Jazz, Zong, Ufone, and Telenor all maintain kiosks and counters in arrival terminals.

What You Need as a Foreigner

SIM Not Activating After Purchase

If your SIM shows “No Service” after more than 30 minutes, first confirm the SIM is properly seated and your phone is PTA-approved. If the phone and SIM are both fine, call your network’s helpline — Jazz (111), Zong (310), Ufone (333), Telenor (345) — and provide the ICCID number on the back of your SIM card. They can manually trigger activation from their side.

CNIC Limit Reached

If the franchise tells you that your CNIC already has the maximum number of SIMs, do this: send your CNIC to 668 to see the full list. If there are SIMs you did not register, go to the relevant network’s franchise with your CNIC and ask them to block those unknown SIMs. Once removed, your slot opens up.

Retailer Using Unauthorized Equipment

Only PTA-authorized retailers with approved biometric devices can legally register a SIM. If a retailer is offering to register a SIM without biometric verification, walk away. That SIM will likely be blocked by PTA within days, and you could face legal trouble if it is used for fraud.

Expired CNIC

Frequently Asked Questions

Can I activate a SIM without biometric verification?

No. Biometric fingerprint verification through NADRA’s BVS is mandatory for every SIM activation in Pakistan. There are no exceptions. Any SIM activated without BVS is illegally registered and will eventually be blocked by PTA.

How many SIMs can I register on my CNIC?
